I found that one can see through a"frosted" gl with a piece of scotch tape, but don't know why, any ideas?

I discovered this accidentally, while using tape to hold Christmas decorations on one of my best friends "glazed" windows. Scotch tape "opens" a tiny window and one can see through the "frost" finish on the gl... I am puzzled as how can this happen.
