I have baseboard heating in my apt and it's very chilly in here. HELP!?

There is some heat coming out of them. Someone told me to take one of the mercury sensors out of the thermostat to make it warmer? Has anyone done this and which one of the gl tubes do i take out? There are two one high and one low?
