Question for someone who read all 6 Harry Potter books so far and that has seen the fith movie.?

Can someone please tell me why the dementors attacked Harry at the begginging of Harry Potter 5? Also why does Dolores Umbridge wan't Harry to be punished? Does Dolores Umbridge work for Voldemort or something?
